Finding Code
In the United States we have administrative and legislative codes. A legislative code contains the statutes organized by the subject matter. Each topic is a title. Administrative codes contain regulations created by government agencies and each title reflects the agency that created. Title 47 of the Code of Federal Regulations was created by the FCC and deals with communications.
If you have a citation, enter it the large main search box with the big letters in it. To do a keyword search across the codes (the Code of Federal Regulations, the United States Code or a state code) type the name of the code into the main search box. An auto fill list with suggestions will show up below the search box. Select your source from the list. You will notice an outline symbol to the right of the source, clicking on it will allow you to both search and browse the source.

You can find Notices of Proposed Rule Making in the Federal Register, which can be searched in Nexis Uni. It can also be searched at the U.S. Government Publishing Office website.
Click on Search By Content Type, select Federal Statutes and Regulations, then click on Advanced Options and uncheck everything except Federal Register. Click on Apply and enter your search terms.
